Years later, almost every one of my proposals was enacted, and although waiting as long as they did had a negative overall compacted fiscal and financial impact, the fact that they eventually did what was needed guaranteed the road to solvency and relevance. The interesting aspect, however, is that the very same people who openly bad mouthed me, and derided my point of view, eventually championed the battle, and were more than glad to take full credit for the accomplishment. However, the important thing is not who got the credit, but that what needed to get done, did.

2. Leadership must never be about one's ego or popularity. Rather, it is about webbing effectively, and bringing an organization to achieve and perform to its potential, and to accomplish worthwhile missions. Great leaders always begin with a vital vision, and that vision always acts to motivate them to commit to a greater extent, try harder, care more, and make more efforts to include others in the quest. The true mark of a great leader is not only getting followers to care, but developing the ones with the most potential, to become future true leaders.

It all begins with a leader's adherence to a basic principle or tenet, and using that to bring himself to bravely take a stand, when others resist. All organizations benefit from great leadership.

Husband of slain Wis. cop arrested in her death

WAUWATOSA, Wis. (AP) ? The husband of a police officer who was fatally shot while patrolling in suburban Milwaukee on Christmas Eve has been arrested in connection with her death.

The Wauwatosa police department says in a Thursday statement that Benjamin Sebena, of Menomonee Falls, was booked into Milwaukee County Jail Wednesday night on a tentative charge of first-degree intentional homicide.

He has not been formally charged in 30-year-old Jennifer Sebena's death.

A message seeking comment was left at the district attorney's office Thursday.

Police officers discovered Sebena's body a couple of hours after she failed to respond to radio calls early on Christmas Eve. She had been shot several times.

Sebena's funeral is scheduled for Saturday.

Don't be fooled by January pay -- higher taxes loom

Workers probably won't feel the full brunt of next year's tax increases in their January paychecks, but don't be fooled by the temporary reprieve.?

No matter what Congress does to address the year-end fiscal cliff, it's already too late for employers to accurately withhold income taxes from January paychecks, unless all the current tax rates remain unchanged, which is an unlikely scenario.?

Social Security payroll taxes are set to increase on Jan. 1, so workers should immediately feel the squeeze of a 2 percent cut in their take-home pay. But as talks drag on over how to address other year-end tax increases, the Internal Revenue Service has delayed releasing income tax withholding tables for 2013.?

As a result, employers are planning to withhold income taxes at the 2012 rates, at least for the first one or two paychecks of the year, said Michael O'Toole of the American Payroll Association.?

If employers don't withhold enough taxes in January, they will have to withhold even more taxes later in the year to make up the difference. Otherwise, taxpayers could get hit with big tax bills, and possibly penalties, when they file their 2013 returns.?

The tax increases could be steep. If Congress fails to act, workers at every income level face significant tax increases next year as part of the year-end "fiscal cliff."?

A taxpayer making between $50,000 and $75,000 would get an average tax increase of $2,400, according to the Tax Policy Center, a Washington research group. If the worker is paid every two weeks, that's about $92 a paycheck, on average.?

Someone making between $75,000 and $100,000 would get a tax increase averaging nearly $3,700. If the worker is paid every two weeks, that's about $142 a paycheck.?

O'Toole said it would take most employers two weeks to four weeks to update their payroll systems, once new tax withholding tables are released. For some small businesses, it could take longer.?

"Employers can't really just come up with withholding tables on their own, depending on what the rates are," O'Toole said. "The smaller companies that do not use a payroll processing service probably would have more problems than anyone else."?

On Friday, the IRS said it plans to issue guidance by the end the year, though it won't be early enough to affect paychecks in early January.?

"We are aware that employers have questions with respect to 2013 withholding," the agency said in a written statement. "Since Congress is still considering changes to the tax law, we continue to closely monitor the situation. We intend to issue guidance by the end of the year on appropriate withholding for 2013."?

About three-quarters of taxpayers got tax refunds this year, averaging $2,707, according to the IRS. That gives most taxpayers some leeway to manage their income tax withholding. However, many people rely on tax refunds to pay bills or make major purchases.?

"The reality is, the vast majority of Americans do live paycheck to paycheck and that tax refund is their most significant payday of the year," said Bob Meighan, vice president of TurboTax, an online tax preparation service.?

Most of the expiring tax breaks were first enacted under President George W. Bush and extended under President Barack Obama. Obama campaigned for re-election on extending the tax cuts on incomes below $200,000 for individuals and $250,000 for married couples. Obama would let the tax cuts expire on incomes above those amounts.?

Boehner's offer
In negotiations with House Speaker John Boehner, Obama offered to raise the income threshold, limiting tax increases to those making more than $400,000. Boehner, who has argued for years that the tax cuts should be made permanent for everyone, responded by trying to push a bill through the House that would have let many of the tax cuts expire on incomes above $1 million.?

Many Republicans revolted and Boehner, R-Ohio, shelved the bill, sending lawmakers home for the Christmas holiday and leaving the outcome of talks in doubt as the new year approaches.?

If Congress and the White House cannot reach a deal, income tax rates would go up, estate taxes and investment taxes would increase and the alternative minimum tax would hit millions of middle-income people. A temporary payroll tax cut that has benefited nearly every wage earner in 2011 and 2012 expires, costing the average family an additional $1,000 a year by itself.?

In addition, dozens of other tax breaks for businesses and individuals that are routinely renewed each year already expired at the end of 2011. Congress was expected to renew many of them by January, so taxpayers could still claim them on their 2012 tax returns.?

If Congress doesn't act on those tax cuts, businesses would lose a popular tax credit for research and development as well as generous tax breaks for investing in new plants and equipment. Individuals would lose federal tax breaks for paying local sales taxes, buying energy efficient appliances and using mass transit.?

In all, taxes would go up by about $536 billion next year.?

FDA Backs Safety of Transgenic Fish

The first genetically engineered (GE) animal for human consumption?a fast-growing salmon?has come a step closer to the dinner table, with a piece of paperwork posted online on December 22 by the US Food and Drug Administration (FDA).

The FDA?s draft environmental assessment concludes that the fish poses no foreseeable risk to nature. After 60 days of public comment, the FDA may issue a final assessment and approval?at which time AquaBounty, of Maynard, Mass., can begin selling the fish.

However, the draft assessment was dated 4 May, suggesting that the FDA had kept its conclusions under wraps for several months. Advocates on both sides of the issue speculate that political interference may be responsible. ?I think it was controversial, and it was an election year,? says Patty Lovera, assistant director of Food and Water Watch, a Washington, D.C., group opposed to GE food animals. An FDA spokeswoman, Morgan Liscinsky, declined to comment on accusations that the process had been politicized, and says it?s possible that the agency could request further studies after the public comment period.

Delays would not shock AquaBounty's CEO, Ron Stotish, whose company has been seeking FDA approval for the fish since 1995. When he was alerted to the decision today, he didn?t initially believe it. ?I said, ?I?ll wait until I see it because I?ve received calls like this before and it never happened,?? he says. The FDA has reviewed more than 50 safety studies, including one that shows the engineered salmon poses no more of an allergic potential than a wild salmon. The engineered Atlantic salmon contains an active growth-hormone gene from a Chinook salmon that allows it to reach market weight in 18 months rather than three years.

Anti-GE groups still have a long list of concerns. Lovera would like to see more studies done on the potential health risks of the salmon, published in peer-reviewed journals and conducted by scientists with no affiliation to AquaBounty. However, it?s not clear where the money to conduct such tests would come from, as?federal research funding rarely supports GE animals.

The GE salmon are currently kept within enclosed, inland tanks to prevent the small risk that the nearly sterile females will breed with wild salmon. But Lovera still worries that once the fish are approved, manufacturers will file for permits to keep them within nets in the open ocean in order to lower costs. ?This is basically the final step and we think the FDA has given a strong signal that they will accept the fish, and that is a mistake,? she says.

Stotish counters that as part of their application, AquaBounty has promised to not sell the fish to farmers who do not have enclosed, inland tanks. After 17 years and $60 million spent trying to win FDA approval, Stotish is still cautious. ?We are not so foolish to think that this process will suddenly be normal for us,? he says.

WASHINGTON (AP) ? Secretary of State Hillary Rodham Clinton, who skipped an overseas trip this past week because of a stomach virus, sustained a concussion after fainting, the State Department said Saturday.

The 65-year-old Clinton, who's expected to leave her job soon, was recovering at home after the incident last week and is being monitored by doctors, according to a statement by aide Philippe Reines.

Dr. Lisa Bardack of the Mt. Kisco Medical Group and Dr. Gigi El-Bayoumi of George Washington University said Saturday that Clinton was suffering from a stomach virus and fainted after becoming extremely dehydrated. The doctors said they recommended that Clinton continue to rest and avoid strenuous activity and cancel all work events for the next week.

Clinton was diagnosed with a concussion Thursday after fainting at home earlier this week, according to a State Department official who spoke on the condition of anonymity because he was not authorized to discuss Clinton's injury publicly. The doctors did not determine it to be a "severe" concussion, the official said.

President Barack Obama telephoned his top diplomat Saturday to wish her well, a White House official said.

The State Department said in a statement that Clinton will continue to work from home in the week ahead and looks forward to returning to the office "soon," the statement said.

The Senate Foreign Relations Committee said it won't hear from Clinton as planned at a Thursday hearing into the Sept. 11 attack against a U.S. diplomatic outpost in Benghazi, Libya, that killed four Americans, including the U.S. ambassador. The House Foreign Affairs Committee also said Clinton would no longer give scheduled testimony at its hearing Thursday on Libya.

Senior State Department officials William Burns and Thomas Nides are to take Clinton's place at both hearings.

Clinton's aides on Saturday informed the Senate committee chairman, Sen. John Kerry, about her health, and the Massachusetts Democrat "insisted that given her condition, she could not and should not appear" as planned, said Kerry spokeswoman Jodi Seth. Obama is expected to nominate Kerry to succeed Clinton.

Clinton backed out of a trip to North Africa and the Persian Gulf on Monday because she was sick. She caught the virus during a recent visit to Europe.

The former first lady is known for her grueling travel schedule and is the most traveled secretary of state, having visited 112 countries while in the job.

Mobile app boosts weight loss by 15 pounds

Dec. 10, 2012 ? Using a mobile app that tracks eating and activity helped people lose an average of 15 pounds and keep it off for at least a year, according to a new Northwestern Medicine study.

But the technology only aided weight loss when its users also attended regular classes about nutrition and exercise. The app alone didn't help.

"The app is important because it helps people regulate their behavior, which is really hard to do," said Bonnie Spring, lead investigator of the study and a professor of preventive medicine at Northwestern University Feinberg School of Medicine. "Most of us have no idea how many calories we consume and how much physical activity we get. The app gives you feedback on this and helps you make smart decisions in the moment."

"The 'widget' is critical but it is not magical by itself," Spring added. "People need all the tools at their disposal."

The study will be published Dec. 10 in Archives of Internal Medicine.

This is the first study to show that technology added to an existing program of weight loss classes can produce sustained weight loss. Spring believes the weight loss app is the first proven to be effective in a published randomized clinical trial. Commercially available apps are not usually evidence based or tested for effectiveness in rigorously designed research, she noted.

In addition, the Northwestern technology is based on validated behavior change techniques including self-monitoring, goal setting, feedback and social support.

The study included 69 overweight and obese adults who were an average age of 58 and primarily men. All participants were offered health education classes on nutrition, exercise and behavior change twice monthly during the first six months and once monthly for the remainder of the year.

Each participant received weekly calorie goals based on his current weight and weekly activity goals based on his current level of activity. Participants receiving treatment as usual recorded their eating and activity on paper. Those in the experimental treatment used the mobile device to transmit their data to a behavioral coach, who monitored their information and provided scheduled telephone coaching for 10 to 15 minutes about twice monthly.

People who used the mobile phone technology and attended 80 percent of the health education sessions lost 15 pounds and maintained the loss for one year. The average weight loss for the mobile phone group -- including those who did not attend the education sessions -- was 8.6 pounds. The control group -- which received the education sessions but no mobile app -- did not lose weight.

The time people spent interacting with the remote coaches was minimal.

"The coaches' most important role was being in the wings," Spring said. "The patients know the coaches are hovering and supportively holding them accountable. They know somebody is watching and caring and that's what makes a difference."

The participants, who were older, did not have prior experience with mobile phone technology and easily mastered the technology. "Some people think older people won't use technology interventions, but that isn't so," Spring said.

One big challenge in treating obesity is the need to provide intensive behavioral treatment in a health care system where physicians don't have the time and training to do it.

"This approach empowers patients to help themselves on a day-to-day basis," Spring said. "We can help people lose meaningful amounts of weight and keep it off. To do that we need to engage them in tracking their own eating and activity, learn how that governs weight, and take advantage of social support."
